Dubai South: Districts Built Around a New Airport

The short answer

Dubai South is a master-planned district around Al Maktoum International Airport, regulated by Dubai Aviation City Corporation, which registers DWC companies and issues freelancer licences through its free zone management. It is organised into districts rather than a single estate: a logistics district with direct access to the airport's cargo terminals, a contract logistics zone, and EZDubai, a dedicated e-commerce free zone; the Mohammed bin Rashid Aerospace Hub for business aviation, maintenance and repair, training, and aerospace; and a business park of purpose-built offices and business-centre desks.

Dubai South is the only UAE free zone whose case rests on where the country's logistics are going rather than where they are. It is built around Al Maktoum International Airport and the districts feeding it, and the argument for being there is capacity and room to expand.

That makes the timing question real. If your operation needs the deepest customs infrastructure available today, Jebel Ali still holds it. If you are building for the next decade of air cargo and e-commerce fulfilment, this is where the space is.

This is for you if

  • You run e-commerce fulfilment and want a dedicated e-commerce free zone.
  • Your operation is aviation-related: business aviation, MRO, training, or aerospace.
  • You need contract logistics or warehousing with room to scale.
  • You want to be positioned around Al Maktoum International Airport as it grows.

This may not be the right route if

  • You need the deepest existing customs-bonded infrastructure today.
  • Your team or clients are in central Dubai and the commute is a problem.
  • You are a desk-based consultancy with no logistics requirement.
  • You need a financial-services regulator or a common-law framework.

Dubai South in detail

The districts, and which one you would actually sit in

Dubai South is not one estate with one offering. The logistics district contains multiple zones with direct access to the cargo terminals at Al Maktoum International Airport, a contract logistics zone for third-party logistics operations, and EZDubai, a free zone dedicated entirely to e-commerce. The aviation side is the Mohammed bin Rashid Aerospace Hub, covering business aviation, maintenance repair and overhaul, training, and aerospace facilities. The business park provides purpose-built leased offices, retail infrastructure, and a business centre with desks.

Choosing Dubai South therefore means choosing a district, and the districts are not interchangeable. An e-commerce operator belongs in EZDubai; a freight forwarder in contract logistics; an aviation services firm in the aerospace hub; a head office in the business park.

The regulator and the entity

Dubai Aviation City Corporation is the regulatory authority for the free zone, with free zone management handling company setup, licensing, visas, and permits. The entity registered is a DWC company โ€” the Dubai World Central designation the district carries โ€” and the zone also issues freelancer licences.

It is worth knowing which body you are dealing with, because Dubai South is a district containing residential, commercial, and free-zone components, and not everything inside the master plan sits under the same regime. Confirm that the premises you are taking are inside the free zone before you assume the licence follows.

EZDubai, and why a dedicated e-commerce zone is different

Most zones licence e-commerce as an activity on a general list. EZDubai is a free zone built for it, sitting inside the logistics district with the fulfilment infrastructure alongside rather than elsewhere.

That distinction matters when your operation involves holding stock, picking, packing, and shipping at volume โ€” the physical operation is the business, not an adjunct to it. If your e-commerce is drop-shipped or purely digital, a general zone with an e-commerce activity is cheaper and does the same job.

Dubai South compared with JAFZA and DAFZA

The three Dubai goods zones divide cleanly. JAFZA is at Jebel Ali Port: sea freight, the deepest bonded infrastructure, land at industrial scale. DAFZA is at Dubai International Airport: high-value air freight, established sector mix, compact footprint. Dubai South is at Al Maktoum International Airport: air cargo capacity, contract logistics, a dedicated e-commerce zone, and space.

In practice the choice is decided by freight mode, footprint, and horizon. Containers and land point to JAFZA. High-value air freight in a small footprint points to DAFZA. E-commerce fulfilment, contract logistics, or aviation services with room to grow point to Dubai South.

How setup works

The process is the same wherever you incorporate

Structure options, what an engagement covers, and the stages a licence goes through are common to every free zone. They are set out once, in full, rather than repeated on each zone page.

Questions

Frequently asked

Who regulates the Dubai South free zone?
Dubai Aviation City Corporation is the regulatory authority, with free zone management handling setup, licensing, visas, and permits. The entity registered is a DWC company, and freelancer licences are also issued.
What is EZDubai?
A free zone within Dubai South's logistics district dedicated entirely to e-commerce, rather than e-commerce being one activity on a general list. It is the right answer when the physical fulfilment operation is the business.
Is Dubai South better than JAFZA?
For different things. JAFZA has the port and the deepest bonded infrastructure; Dubai South has Al Maktoum International Airport, a contract logistics zone, a dedicated e-commerce zone, and room to expand. Freight mode and footprint decide it.
Can an aviation business set up at Dubai South?
Yes โ€” the Mohammed bin Rashid Aerospace Hub covers business aviation, maintenance repair and overhaul, training, and aerospace facilities, adjacent to Al Maktoum International Airport.
