Operational readiness

Office space and flexi-desk

The short answer

In the UAE, your workspace sets your visa allocation, the premises a bank or tax authority can see, and the lease registration you must keep current. In Dubai that registration is Ejari, filed with the Dubai Land Department. Free zones may use their own lease system. Check the visa allocation of a package before you compare prices.

The authority that issues your licence, a free zone or a mainland licensing department, ties visa allocation to the workspace you hold. A flexi-desk package carries the smallest allocation. A serviced office, fitted office or warehouse carries more, with a heavier lease and a longer commitment. Get the allocation confirmed before you pay for the package.

Qualifying Free Zone Person status depends on adequate substance in the free zone: enough qualified staff, assets and premises for the income you earn there. Banks often ask a similar question at account opening: where does the team sit, and whose name is on the lease?

Signing the lease is not the end of the work. In Dubai the tenancy contract must be registered on Ejari, and the Dubai Land Department lists AED 220 for registration through a Real Estate Trustee Centre. A free zone lease renews through the zone, on its own dates.

This is for you if

  • You are choosing between a flexi-desk and a leased office, and you need the visa allocation of each before you commit.
  • A bank or the Federal Tax Authority may ask where your staff sit and who holds the lease for the premises.
  • Your team is outgrowing the flexi-desk visa allocation and you need to plan the move to a fitted office.
  • Your activity needs stock, handling or building space, which a desk cannot hold.

This may not be the right route if

  • You want the cheapest package regardless of the visa allocation it comes with.
  • You expect a flexi-desk to satisfy the substance requirement for a Qualifying Free Zone Person position. That needs a proper tax review.
  • You need retail or customer-facing premises. That is a separate commercial leasing process.
  • You have not yet confirmed your headcount plan, which should come before the workspace decision.

Process

How the work is sequenced

Each stage has its own dependencies (activity approvals, document legalisation, authority processing, and bank review), and we report progress against them rather than against one overall date.

  1. 01

    Headcount and substance review

Visa plan and any substance requirement identified before workspace is chosen.

  2. 02

    Workspace shortlist

Formats compared against cost, visa allocation, and commitment length.

  3. 03

    Lease agreement

Terms agreed and Ejari or zone lease registration completed.

Decision factors

What actually decides your route

An adviser works through these factors with you before any structure is recommended. Each one can change the licence, the emirate or free zone, the visa allocation, and the banking conversation.

Which workspace format suits which use, and what to check before you sign.

  • Flexi-desk

    Typical use
Shared desk space for small teams and consultants
    What to check
Visa cap attached to the package, usually low
  • Serviced office

    Typical use
A private, managed office with shared facilities
    What to check
Higher visa allocation than flexi-desk, renewal terms
  • Fitted office

    Typical use
A dedicated leased office you fit out yourself
    What to check
Ejari (Dubai) or the zone's own lease registration, larger visa allocation, longer commitment
  • Warehouse

    Typical use
Storage, light industrial, or logistics activity
    What to check
    Zone-specific customs and handling requirements
  • Land

    Typical use
    Build-to-suit industrial or large-scale operations
    What to check
Longer lease terms and construction approvals
  • Substance evidence

    Typical use
Physical presence supporting tax and banking positions
    What to check
Staff, lease, and utility records kept current, not just the signed contract

Possible directions

Structure categories an adviser will assess

These are topics for assessment, not recommendations. The right answer depends on your activity, customers, ownership, team, workspace needs, and regulator or bank requirements.

Flexi-desk package

The smallest workspace package, with the lowest visa allocation. It suits a founder or small consultancy team whose visa count is known and fixed.

Serviced office

A step up in visa allocation and a more credible address for client-facing activity.

Fitted office lease

A dedicated space registered under Ejari or the zone's own lease system, needed as headcount and substance requirements grow.

Warehouse or industrial unit

For businesses handling physical stock, with zone-specific customs and access rules.

Land plot

For larger industrial or build-to-suit operations, usually a longer-term commitment.

Modern Dubai office meeting room overlooking the city skyline

Every route is planned against how the business will actually operate in the UAE.

Questions

Frequently asked

Does a flexi-desk come with visas?
Usually a limited number, set by the authority and package. It is typically the lowest visa allocation among workspace formats, so it should be checked against your headcount plan before signing.
Is Ejari required for a free-zone office?
Ejari is the Dubai Land Department's registration for Dubai tenancy contracts. Some free zones register leases in their own system instead, so check which applies to your zone and workspace. Where Ejari applies, the DLD lists AED 220 through a Real Estate Trustee Centre.
Can a flexi-desk support a corporate tax substance claim?
Not reliably on its own. Substance assessments look at actual staff, decision-making, and physical presence, and a shared desk rarely evidences that on its own. This needs a proper review with your tax adviser.
What happens if my lease lapses before renewal?
A lapsed lease can hold up licence renewal, since the authority checks that a valid workspace agreement is in place. We track renewal dates to avoid this.
Can I upgrade from a flexi-desk to a fitted office later?
Yes, this is a common path as headcount grows. It typically means a new lease agreement and an updated visa allocation with the authority.
