The short answer
A licence on its own does not make a company operational. A corporate bank account has to be opened, residence visas processed, tax registrations completed and a compliance calendar established. These run partly in parallel with formation and partly after it, and the bank account is usually the longest pole.
These are the services that turn a licence into a working business, in roughly the order they matter.
