Dubai free zone

Dubai Silicon Oasis: a tech park you can also live in

The short answer

Dubai Silicon Oasis is a Dubai free zone established in 2003 and administered as one of the three zones under Dubai Integrated Economic Zones, alongside Dubai Airport Freezone and Dubai CommerCity. It is a mixed-use technology park rather than a pure business estate: it contains residential neighbourhoods, the Rochester Institute of Technology Dubai campus, and the Dubai Technology Entrepreneur Campus, a startup workspace and programme community. Its licensed company base is broader than the technology branding implies, with wholesale and retail the single largest sector.

Dubai Silicon Oasis reads as a technology zone and is genuinely built like one, with a startup campus, a university on site, and housing for the people who work there. For a founder who wants their team, their office, and their commute inside one boundary, very little else in Dubai is comparable.

The name still causes two practical mix-ups. It is one zone inside a larger authority, and it shares an address with a separate free zone operator that is far more heavily marketed. Both are worth untangling before you compare quotes.

Scope of this page

Velarozone provides setup and operational-readiness coordination. This page is general information, not legal, tax, immigration, or banking advice.

This is for you if

  • You run a technology, software, or R&D business and want a campus environment.
  • You are early-stage and would use a startup community, mentoring, and events.
  • You want staff to live, work, and study within one district.
  • You want a Dubai government-administered zone rather than a reseller relationship.

This may not be the right route if

  • You need port access, bonded warehousing, or heavy industrial premises.
  • Your clients are in central Dubai or DIFC and proximity is part of the offer.
  • Your activity is regulated by a financial, health, or education regulator.
  • You want the cheapest possible desk-based licence and nothing else.

Dubai Silicon Oasis in detail

One zone inside three, and why that matters

Dubai Silicon Oasis is not a standalone authority. It sits under Dubai Integrated Economic Zones together with Dubai Airport Freezone, established in 1996, and Dubai CommerCity, established in April 2021. The three are administered as one group with genuinely different purposes: an airport freight zone, a technology park, and an e-commerce district.

That is useful rather than academic. If your operation turns out to be air-freight-led or e-commerce-led rather than technology-led, the better-fitting zone is inside the same group, and the conversation does not have to start again elsewhere.

The address trap: Dubai Silicon Oasis is not one licence

IFZA, one of the most heavily marketed free zones in Dubai, gives its headquarters and business park addresses as Dubai Silicon Oasis. An address inside the district therefore does not tell you which authority issued a licence, and two companies on the same street can hold licences from different places on different terms.

Before you compare two quotes that both say Dubai Silicon Oasis, establish which authority each one is actually for, who renews it, and who you deal with when something needs amending. That single question resolves most of the confusion in this district, and it is the one prospects most often arrive without having asked.

DTEC, and who it is genuinely for

The Dubai Technology Entrepreneur Campus is a technology entrepreneurship campus inside Dubai Silicon Oasis offering hot desks, dedicated desks, and private offices, alongside startup programmes, an accelerator, mentoring, and a large annual events programme. It publishes a community of over 1,000 startups across 70 nationalities.

It suits a founder who wants proximity to other founders and would actually use the programming. It is worth nothing at all to a business that will never attend an event, and a plain desk elsewhere will be cheaper. Judge it on whether you will use the community, not on whether the community exists.

What is actually licensed here

The technology framing understates the mix. Dubai Integrated Economic Zones publishes a sector breakdown for its licensed companies in which wholesale and retail is the largest single category at 30.38%, followed by professional, scientific, and technical services at 23.61% and information and communication at 18.82%.

So a trading or consultancy business is not an odd fit here — it is the majority of the base. The technology identity comes from the infrastructure and the campus rather than from a restriction on who may licence.

How setup works

The process is the same wherever you incorporate

Structure options, what an engagement covers, and the stages a licence goes through are common to every free zone. They are set out once, in full, rather than repeated on each zone page.
