SPC Free Zone: Publishing Roots, Dual-Licence Reach

The short answer

SPC Free Zone is Sharjah Publishing City Free Zone, a subsidiary of the Sharjah Book Authority established in 2017 and describing itself as the world's first free zone focused on the global print and publishing industry. It sits at Al Zahia on Sheikh Mohammed Bin Zayed Road. Its activity list has grown well beyond publishing to cover e-commerce, media, consultancy, and trading, and its distinguishing feature is a dual licence that covers both free-zone and Sharjah mainland operation from one arrangement. Workspace runs from co-working and virtual office through furnished and shell-and-core offices to retail and warehouse space.

SPC Free Zone is one of the few free zones whose founding purpose is still visible in what it does: it came out of the Sharjah Book Authority, and publishing remains a first-class citizen rather than a legacy category.

The commercial reason most people end up here, though, is the dual licence. A company licensed inside a zone that also needs to operate in the mainland market normally has to solve that with a distributor, an agent, or a second entity. SPC offers it as a licence structure, and that is worth understanding properly before assuming a Dubai zone is the default.

This is for you if

  • You publish, print, or produce written or digital content commercially.
  • You need to operate in the Sharjah mainland market as well as the free zone.
  • You want several activities on one licence without a second entity.
  • A Sharjah base on the Dubai–Sharjah corridor works for your customers.

This may not be the right route if

  • A Dubai licence and address are commercially necessary.
  • You need port-adjacent bonded logistics or heavy industry.
  • Your activity needs a financial-services regulator.
  • You have not checked whether the mainland element actually applies to your activity.

SPC Free Zone in detail

The dual licence, and what it does not do

SPC Free Zone offers a dual licence covering both free-zone and Sharjah mainland operation, allowing a business to hold its free-zone entity and operate in the emirate's mainland market from the same arrangement rather than establishing a second company.

Two qualifications matter. First, it is Sharjah's mainland, not the UAE mainland generally — if your customers are in Dubai or Abu Dhabi, this does not solve that. Second, availability and conditions depend on the activity, so the dual licence should be confirmed for your specific activity before it becomes part of the plan.

Where it does apply, it removes a genuine cost: a second entity means a second set of renewals, accounts, filings, and a second immigration file.

Publishing, and what grew around it

The zone was established in 2017 under the patronage of the Ruler of Sharjah as a free zone focused on the print and publishing industry, and it remains a subsidiary of the Sharjah Book Authority. It has since added an ePublishing licence for online publishing alongside the traditional print categories.

The activity list now extends well past that origin — e-commerce, media, consultancy, and trading are all licensed here — and a licence can carry several activities. What the publishing heritage still buys you is an authority that understands publishing as a business rather than as an unusual entry on a list, which matters when the activity description has to be right.

Workspace, from virtual office to warehouse

SPC's premises range is broader than its size suggests: co-working space, virtual office arrangements, furnished and unfurnished offices, shell-and-core space, retail units, and warehousing.

That range is what makes it viable for a business that expects to grow into physical operations rather than staying desk-based. As everywhere, the workspace format is what the visa allocation is priced against, so it should be chosen against a real headcount plan and confirmed with the authority in writing.

Location: Al Zahia, on the Dubai–Sharjah corridor

SPC Free Zone is at Al Zahia on Sheikh Mohammed Bin Zayed Road. That is materially different from a zone deep inside Sharjah: it sits on the main arterial route, which makes the commute from Dubai's northern suburbs manageable in a way that a more distant Sharjah address is not.

It is still a Sharjah licence. If your customers, investors, or team treat a Dubai address as a requirement rather than a preference, the corridor location does not change that.

SPC Free Zone compared with Shams

Both were established in Sharjah in 2017 under the same patronage and both licence a broad list beyond their founding sector, so they end up on the same shortlist often.

The split is clean. SPC has the dual licence and the publishing lineage; Shams has the production facilities — studios, a podcast and video room, filming locations — and structures licences around activity groups and classes with a red-licence mechanism for activities needing external approval.

If you need mainland reach in Sharjah, SPC. If you need somewhere to shoot, Shams.

How setup works

The process is the same wherever you incorporate

Structure options, what an engagement covers, and the stages a licence goes through are common to every free zone. They are set out once, in full, rather than repeated on each zone page.

Questions

Frequently asked

What does SPC's dual licence cover?
It covers both free-zone and Sharjah mainland operation from one arrangement, so a business can serve the emirate's mainland market without forming a second company. Availability and conditions depend on the activity and should be confirmed before you rely on it.
Is SPC Free Zone only for publishers?
No. It was established as a publishing free zone and remains a subsidiary of the Sharjah Book Authority, but its activity list now covers e-commerce, media, consultancy, and trading as well, and it has added an ePublishing licence for online publishing.
Where is SPC Free Zone?
At Al Zahia on Sheikh Mohammed Bin Zayed Road in Sharjah, which places it on the main corridor rather than deep inside the emirate. It remains a Sharjah licence regardless of the commute.
Does SPC offer warehousing?
Yes. Its premises range covers co-working and virtual office through furnished and shell-and-core offices to retail units and warehousing, which makes it viable for a business expecting to move beyond desk-based operations.
