Two licences, not one
Dubai Healthcare City is governed by Dubai Healthcare City Authority, which operates an independent regulatory arm responsible for compliance and clinical governance within the free zone. The licensing board and why it is unusual

It is a member of the International Association of Medical Regulatory Authorities, and was the first medical regulatory authority in the Middle East to join.
For a practitioner, that means credentialing is assessed on its merits by a body built for the purpose rather than processed administratively. That is a genuine strength of the zone if your credentials are strong, and a genuine obstacle if there are gaps in them.
The non-clinical route
Not everything in a healthcare cluster is clinical.
