Do I need an office to get a visa?

The short answer

You need workspace the authority accepts, and how much of it decides how many visas you get — that is the honest shape of the question. Most free zones tie a visa allocation to the workspace product you hold, so a desk-type package supports a small number of residence visas and a private office or a larger unit supports more. On the mainland the equivalent is a registered tenancy for the premises, with the allocation assessed against it. What counts as acceptable workspace, and how many visas each tier carries, is set by each authority, differs between them, and changes. There is no federal number, and any article that gives you one has stopped being true at some point without telling you.

The question is really about allocation, not about a room

Nobody is checking whether you sit at the desk. What the authority is doing is rationing sponsorship: the workspace tier is the proxy it uses to decide how many people one entity may bring into the country under its file.

That reframing matters because it tells you what to ask. Not 'do I need an office' but 'how many visas does this tier carry, and what does the next tier up carry'.

The three things that are actually checked

That the workspace is registered to the entity, in the entity's name, in the jurisdiction that licensed it.
That the tier held supports the number of visas being applied for — the constraint bites at the margin, on the third or fifth person rather than the first.
That the activity itself does not independently demand physical premises. Industrial activities carrying environmental clearance by category, health activities requiring a facility licence, and food activities requiring a municipality permit all involve a body inspecting a real place, and a desk package does not answer that.

What it does not settle

Workspace answers the company's capacity to sponsor. It says nothing about whether a particular person is eligible for the residence they are being sponsored for, which is decided by the immigration authority on its own criteria.

It is also not the whole company-side prerequisite: the establishment card has to exist before any sponsorship happens, and the medical and Emirates ID steps sit on the individual's side afterwards.

Where this stops

The tier you need is a function of headcount over the next couple of years, not the next couple of months, and buying the cheapest tier that covers today is the most common expensive mistake here — upgrading mid-cycle is rarely clean.
