What is an external approval, and who issues it?

The short answer

An external approval is a sign-off from a body other than the licensing authority that a specific activity requires — sometimes before the licence issues, sometimes after. The licensing authority decides that the company may exist and lists the activity; the external body decides whether you may actually perform it. Which body it is depends entirely on the activity: municipality, health authority, education regulator, transport, aviation, maritime, sports, media, security, environment, defence and the central bank all appear against activities in the registers we hold. The register also records the stage, and that distinction matters more than it sounds: an activity marked as needing post-licence approval means a licence in your hand is not yet permission to start.

Before or after — and why it changes your plan

A pre-licence approval sits inside the formation timeline. You cannot get the licence until the body has signed off, so the approval is the critical path and the licence date moves with it.

A post-licence approval sits outside it. The licence issues, the company exists, invoices could technically be raised — and the activity still cannot lawfully begin. That is where people get caught, because every visible milestone has been reached.

Registers write this down explicitly. Entries appear marked before licence issuance, after licence issuance, or simply as post-licence approval required, and some registers carry an approval-stage field of their own.

The bodies that come up most in our registers

Municipalities — food safety permits, consumer product permits, contractor registration and classification, engineering consultancy qualification and entry in a consultants and contractors register.
Health authorities — health facility licensing, which is a separate regime from the trade licence and assesses premises and staff.
Environment and climate authorities — environmental clearance graded by industrial category, from light through medium to major.
Education regulators — for teaching, training and institutional activities.
Transport, aviation and maritime authorities — for activities touching roads, air or sea operations.
Media regulators — with several media activities recorded as requiring approval after the licence rather than before it.
Security regulators — for guarding, systems and related services.
The Central Bank of the UAE — for activities that fall inside financial services.
Defence and procurement bodies — for military goods trading.

What an approval is not

Not a formality. The body applies its own criteria and can refuse.
Not something the licensing authority can waive on your behalf.
Not automatically portable between emirates, since several of these bodies are emirate-level.
Not permanent — approvals have their own validity and renewal cycles, separate from the licence.

Where this stops

We can tell you, from the register, which approvals your candidate activities carry and at which stage. What we cannot tell you in the abstract is whether your particular premises, people and systems will satisfy the body in question — that is the body's assessment, on its own criteria, and anyone promising you the outcome is promising something they do not control. The useful next step is a shortlist of activities with their approvals attached, so you can see the real timeline before you commit to a jurisdiction.
