For creators and media businesses

Content creators, production, and media businesses

The short answer

A creator who promotes products online, paid or free of charge, needs a commercial licence and then an Advertiser Permit from the National Media Authority. The permit is free for the first 3 years, then AED 1,000, with a stated delivery time of 3 working days. Brand deals, production fees and product sales can each need a different activity on the licence.

A creator who signs brand agreements, invoices an agency, sells a course and earns platform revenue runs several commercial activities. The National Media Authority (NMA) asks for a commercial licence with every Advertiser Permit application, so the licence activities have to be right first. A creator business inside a zone is one way to hold that licence, and the zone's activity list decides which revenue lines it can cover. Before the first campaign, the go-to-market page covers how the licence limits the activity, price, sales channel and brand message.

We list each revenue line, match it to a licensed activity and flag any that needs a separate permit, such as aerial or marine filming. Then we plan residency, invoicing and banking together. Where the choice is open, we compare free-zone and mainland routes against the activities you actually need.

This is for you if

  • You publish sponsored posts, paid or unpaid, and need the commercial licence the Advertiser Permit application asks for.
  • You invoice brands and may cross the AED 375,000 VAT threshold, which adds a tax number to every invoice.
  • You want a residence visa and a licence whose activity list names the work you are paid for.
  • You are hiring editors or crew and need a licence for production work, not just personal-brand activity.

This may not be the right route if

  • You want the cheapest licence even if its activities do not match your paid work, since the permit application asks for that licence.
  • You plan aerial, marine or broadcast filming but will not apply for the separate media permits those need.
  • You need a guaranteed result, but the NMA can refuse an Advertiser Permit, for example after an earlier permit was cancelled.
  • You have no commercial revenue yet and no near-term plan for it.

Decision factors

What actually decides your route

An adviser works through these factors with you before any structure is recommended. Each one can change the licence, the emirate or free zone, the visa allocation, and the banking conversation.

Possible directions

Structure categories an adviser will assess

These are topics for assessment, not recommendations. The right answer depends on your activity, customers, ownership, team, workspace needs, and regulator or bank requirements.

Creator freelance permit or licence

For solo creators whose work is a named activity on the zone's list, such as Social Media Services (7310.16 at Meydan Free Zone).

Media or production company

For teams with employed crew, equipment and production contracts, where visa quotas and studio space matter.

Marketing or advertising services licence

For creators who run brand campaigns or manage other people's influencer work, rather than make the content themselves.

E-commerce or product add-on

For merchandise, courses or digital downloads sold to consumers, which is a different activity from sponsored content.

Multi-activity licence

Where the authority lets related activities, such as content production and social media marketing, share one licence.

Staged approach

Licence the activity that earns today, then ask the authority to add others once a new revenue line has real invoices.

Questions

Frequently asked

Do I need a permit to post sponsored content in the UAE?
Yes, if you publish advertising or media content on social media or a website, paid or free of charge. The National Media Authority issues an Advertiser Permit on top of your commercial licence, not in place of it. It asks for a digital ID, passport, personal photo and the licence. The first 3 years are free, then the fee is AED 1,000.
Can one licence cover brand deals and product sales?
Sometimes. Some authorities allow related activities on one licence; others require separate activities or a different licence type. It has to be checked against the specific activity list.
Will a UAE licence solve platform payout problems?
A licence gives a platform or payment provider a registered business to pay and a licence number to check. Each provider still sets its own checks, and some may ask for a bank account in the business name. We cannot influence those decisions.
Can I get residency as a creator?
Usually through your licence. The licence comes first, then the visa application and a medical examination, and the immigration authority decides. Routes differ by emirate and zone, so we check which one your licence type allows.
What documents do brands usually ask for?
Usually the trade licence, an invoice showing the licensed business name, and bank details in that same name. VAT registration is mandatory above AED 375,000 of taxable supplies and optional above AED 187,500, and a registered business puts its tax registration number on the invoice. Brands may also ask for your Advertiser Permit.
