What is the difference between a golden visa and a blue residence?

The short answer

They are two long-term residence schemes run by the same authority, structured around different grounds. Golden Residency is the broad one: ICP's own guide publishes categories covering investors in public investments or real estate, entrepreneurs, outstanding students, and individuals with exceptional talents and specialised expertise โ€” an umbrella that includes doctors, scientists, inventors, cultural and artistic creatives, executive directors, athletes and specialists in priority scientific and engineering fields โ€” together with humanitarian pioneers and frontline heroes. Blue Residence is narrower and newer: a ten-year residence structured around contribution to environmental protection and sustainability, published for environmental and sustainability influencers, scientists and researchers, investors and entrepreneurs in the field, inventors and innovators, and elite specialists in international environmental organisations. Golden categories are published at five or ten years depending on the category; Blue is published at ten.

The grounds are the whole thing

Neither scheme is bought. Each published category carries its own documentary requirements, and they are documentary in a specific sense: letters from named bodies, confirmations from accredited institutions, evidence of standing assessed by someone other than the applicant.

That is what makes the category selection the real decision. The same person can be eligible under one category and not another, and the evidence one category accepts is not the evidence another asks for.

The thresholds attached to the investment and income categories are published on ICP's own guide. We deliberately do not reprint them here, because they change and because whether a given set of facts meets one is an assessment rather than a comparison against a number.

Where the authority's own pages do not agree

This is worth knowing before you plan around a duration. ICP's Golden Residency guide publishes entrepreneurs at five years, while ICP's own service card for issuing an entrepreneur residence visa states ten. The guide publishes the real-estate investment stream at five years, while the service card for the real-estate investor entry permit states ten.

We record both and treat the authority's own pages as the source, rather than resolving the conflict ourselves and presenting a clean number that might be the wrong one. In practice the duration that applies is the one the authority applies at the time of the application, which is a reason to confirm it then rather than rely on any article โ€” including this one.

What the two schemes share

  • Both are ICP schemes. The decision is the authority's, on its published criteria, and no provider can guarantee it.
  • Both publish a passport valid for no less than six months and valid UAE health insurance among the terms on the relevant service cards.
  • Both are published with a per-year issuance fee of AED 100 against a ten-year duration on the residency-permit service, alongside a AED 100 application fee and a AED 100 smart-services fee. The panels are granular enough that one investor service card publishes its issuance fee as AED 47.
  • Neither publishes a total. ICP's Blue and Green guides list paying the fees as a step without printing a figure anywhere, so any single all-in number you are shown for these routes came from somewhere other than the authority.

Where this stops

Which category you should apply under โ€” and whether you are close enough to one to be worth the attempt โ€” is an assessment of your evidence, not a reading of a list. The categories overlap, the strongest route is often not the obvious one, and an application refused under the wrong category is not a neutral event.
