What is the green residence and who is it for?
The short answer
Green Residence is a five-year UAE residence that does not depend on an employer sponsoring you. ICP's guide publishes three target categories: skilled workers, freelancers and self-employed individuals, and investors and business partners. Each carries its own published requirements โ for skilled workers, a valid employment contract within the UAE and a minimum salary level; for freelancers and the self-employed, a documented level of freelance income across the preceding two years; for investors, a minimum capital contribution to the company. It is structured for people whose right to remain rests on their own qualification, income or investment rather than on a sponsor's establishment file. ICP publishes the residence at a AED 100 issuance fee per year across the five-year duration, alongside a AED 100 application fee and a AED 100 smart-services fee.
Self-sponsored is the point of it
The structural difference from an ordinary employment residence is the dependency. An employment residence is attached to an employer's file and ends when that relationship does. A green residence is attached to the holder's own qualification.
That is why it matters to consultants and to founders who do not want their own residence to sit downstream of a company they may restructure. It is also why the evidence it asks for is about you rather than about an employer.
A gap in the published fees worth knowing about
ICP's residency-permit service publishes fee panels per application category, and the only Green category with a panel there is Green Residence Investor. There is no panel for skilled workers and none for freelancers and the self-employed.
The practical consequence is that a figure quoted for the investor category must not be read across to the other two โ they are different published panels, and one of them simply does not exist. ICP's Green Residence guide itself lists paying the fees as a step without printing a figure anywhere on the page, so any all-in number you are shown for a skilled-worker or freelancer green residence did not come from the authority's published panels.
On the employment path, ICP does publish one Green-specific line on the entry-visa service: an entry visa for employment purposes to obtain the Green Residence, at AED 100, on the sponsoring-entity route.
How it relates to a freelance permit
A freelance permit and a green residence are different authorisations from different bodies. The permit authorises the professional activity and is issued by a licensing authority; the residence authorises you to live here and is issued by the immigration authority.
They are commonly sold together, which is fine, but they have different criteria, different issuers and different renewal cycles. Buying one expecting the other is the most common misunderstanding in this area.
