The UAE freelance visa: permit first, residency second
The short answer
A UAE freelance visa is residency obtained on the back of a freelance permit rather than employer sponsorship. You first obtain a permit from a free zone or authority that issues freelance permits for your activity, then apply for residency against that permit. The permit defines the activities you may legally invoice for, so the activity list matters more than the visa itself. Costs, permitted activities, and eligibility differ by issuing authority and change over time.
Freelancing in the UAE is a licensing question before it is a visa question. The permit is what makes your invoicing lawful; the residency visa is what follows from holding it.
Several free zones and authorities issue freelance permits, each with its own activity list, document requirements, and renewal cycle. A permit that covers media work may not cover consultancy, and vice versa.
We start from the work you actually intend to invoice for, then identify which issuing authority covers it, and only then plan the residency step.

Scope of this page
This is for you if
- You invoice clients in your own name rather than trading through a company.
- You want residency that is not tied to a single employer.
- Your activity is clearly defined and likely to appear on a freelance permit activity list.
- You would rather start lean and incorporate later if the work scales.
This may not be the right route if
- You need to hire staff, which a freelance permit generally does not support.
- Your clients or banks require a corporate entity on the contract and invoice.
- Your activity is regulated and requires a specific licence rather than a freelance permit.
- You want a guaranteed permit cost quoted before we know your activity and authority.
Decision factors
What actually decides your route
An adviser works through these factors with you before any structure is recommended. Each one can change the licence, the emirate or free zone, the visa allocation, and the banking conversation.

Structure categories an adviser will assess
The right issuing authority is the one whose activity list matches your work and whose renewal cost you are comfortable carrying every year.
Free-zone freelance permit
Issued by a free zone whose activity list covers your work, usually with a flexi-desk or equivalent facility.
Mainland freelance permit
Issued by an emirate-level authority for permitted freelance activities.
Permit without residency
For those already resident under another sponsor who only need lawful invoicing.

Questions
Frequently asked
- Is a freelance permit the same as a freelance visa?
- No. The permit authorises the work; the visa is the residency that can be applied for once the permit exists. You can hold a permit without residency if you are already sponsored elsewhere.
- Can I freelance for UAE and overseas clients?
- The permit governs the activities you may perform under UAE law. Where your clients sit is a separate commercial and tax question we flag but do not opine on.
- Can I sponsor my family on a freelance visa?
- Family sponsorship is possible in principle but subject to the standard income, housing, and documentation conditions applied to the sponsor.
- Can I convert a freelance permit into a company later?
- Yes, that is a common path. We plan the permit so the later conversion to a free zone or mainland licence is not disruptive.
- How much does it cost?
- Costs vary by issuing authority and activity, and are changed by the authorities from time to time. We give you current figures from the authority once your activity and zone are fixed.
