For non-resident buyers of UAE property

A non-resident buying UAE property without a UAE bank account

The short answer

In Dubai, a non-resident can buy property without a UAE bank account: the price goes into a regulated escrow account, and the escrow agent pays the seller once the Dubai Land Department can transfer title. The department accepts a valid passport in place of an Emirates ID for non-resident foreigners. Before paying, the agent confirms clean title, mortgage discharge, the developer's no-objection certificate (NOC) and the transfer appointment; we structure those conditions and coordinate the parties.

Where the money sits

Purchase money is held in a segregated client money account with a licensed institution, apart from Velarozone's own funds, under the escrow agreement. The agent pays it out only against the conditions that agreement sets.

In Dubai, a sale is registered at a Real Estate Registration Trustee centre, which acts for the Dubai Land Department. Buyer and seller identify themselves with an Emirates ID or, for non-resident foreigners, a valid passport. In freehold areas the developer's e-NOC (electronic no-objection certificate) is also required, issued through the Dubai REST app. If the unit is mortgaged, the sale completes only after the bank's mortgage release letter is submitted. The department lists 25 minutes for the registration itself, and an electronic title deed is issued.

A buyer abroad cannot easily attend with a manager's cheque, one of the payment methods the department lists, and has no UAE account to draw it on. Wiring the price ahead leaves no protection if the seller's side is not ready. Escrow puts a regulated, segregated account between the two. The buyer funds it, the escrow agent confirms clean title, mortgage discharge, the developer's NOC and the transfer appointment, and pays at completion. The same structure can hold a deposit while due diligence runs. For a later residence visa, the UAE government's golden visa page lists a minimum capital of AED 2 million for real estate investors, with a five-year visa, on the authorities' decision.

This is for you if

  • You live outside the UAE and are buying a property here, off-plan or resale.
  • You have no UAE bank account, or one that cannot produce a manager's cheque in time.
  • You want the price paid only when title can actually transfer.
  • There is a mortgage on the seller's side, a developer's clearance to obtain or a chain of documents to check.

This may not be the right route if

  • You want advice on whether to buy, on price or on the property itself; that is for your broker, valuer and lawyer.
  • You want the price paid ahead of the conditions, or to an account outside the escrow agreement; escrow exists to prevent exactly that.
  • You want the land department's process or timing promised; it is the department's.

At a glance

Indicative cost
The Dubai Land Department lists registration fees on the sale value from the seller and the buyer, a title deed fee and a trustee fee that depends on the sale value. The escrow institution's charges and the lawyers' fees are set by whoever earns them. The Velarozone service fee is itemised in your engagement letter.
Timing
Structure and the escrow account's onboarding come first. The department lists 25 minutes for the registration at the trustee centre, but the date depends on the seller's side: the bank's release letter and the developer's NOC.
What's included
  • The release conditions written and evidenced
  • Both parties' onboarding to the escrow account coordinated
  • A completion checklist run to the transfer

What this service includes

  • A transaction structure: parties, conditions, evidence for release and the sequence of completion.
  • Each party's onboarding to the escrow account coordinated, so funding is not held up by due diligence.
  • Coordination of the escrow agreement's drafting with UAE-licensed lawyers where bespoke terms are needed.
  • A completion checklist run by us: title, mortgage discharge, developer clearance, service charges, appointment.
  • Coordination of release confirmations to the agent and of the transfer itself.

What it does not include

  • Any movement of the purchase money outside the escrow agreement's conditions.
  • Property, valuation, brokerage or legal advice on the purchase, which come from the professionals engaged for them.
  • The land department's fees, the escrow institution's charges and the lawyers' fees, each set out by the party that earns it.

Process

How the work is sequenced

Each stage has its own dependencies (activity approvals, document legalisation, authority processing, and bank review), and we report progress against them rather than against one overall date.

  1. 01

    Structure

Conditions, evidence and sequence agreed with the buyer's and seller's advisers.

  2. 02

    Account and agreement

The parties clear the escrow account's due diligence; the agreement drafted and signed.

  3. 03

    Funding and checks

The buyer funds the escrow account; the checklist is run to completion-ready.

Buying through a company rather than personally? The Dubai Land Department requires the company to be registered with it by a company registration request before the sale can be registered, so settle the buyer before funding escrow.

Questions

Frequently asked

Do I need a UAE bank account to buy property?
Not for the transfer itself. For a non-resident foreigner the Dubai Land Department accepts a valid passport instead of an Emirates ID, and it lists ePay, Dubai Pay, Noqodi Wallet and manager's cheque as payment methods. Under the escrow agreement, the agent holds your funds and pays the price and fees due at completion. Some buyers open a UAE account as well, and the bank-readiness service covers that.
Can the deposit be held in escrow too?
Yes. A deposit held in the escrow account while the checks run is released to the seller or returned to you according to the conditions the agreement sets, which is safer for both sides than a deposit paid to the seller or the broker directly.
What about off-plan purchases?
Off-plan payments to a developer are made into the project's own escrow account under the emirate's off-plan rules, which is a different mechanism from a completion escrow. We say which applies to your purchase before anything is structured.
Who checks the title?
Your lawyer or conveyancer checks the title and the seller's documents; the escrow agent confirms that the conditions in the agreement have been evidenced before releasing. We coordinate both and run the checklist.
Does this make me eligible for a residence visa?
Not automatically. The UAE government's golden visa page lists a minimum capital of AED 2 million for real estate investors, with a five-year visa, decided by the authorities on their criteria. It is a separate application after completion, and the visa pages cover it.
