VAT registration
The short answer
UAE VAT registration is mandatory when your taxable supplies and imports exceed AED 375,000 over the previous 12 months, or you expect to pass it in the next 30 days. The Federal Tax Authority (FTA) allows voluntary registration above AED 187,500, counting taxable expenses as well as sales. After registering, you file each return and pay within 28 days of the end of the tax period.
Registration starts a run of duties, beginning with a return for every tax period. Whether you must register, may register voluntarily or can stay out depends on your last 12 months of taxable supplies, imports and expenses, and on what you expect in the next 30 days.
Late registration is penalised by the FTA. Treating a supply as zero-rated or exempt when it is standard-rated leaves you owing VAT you never collected. Your licensed business activities show what you sell, but the VAT treatment still depends on each supply.
Your VAT position turns on the 12-month turnover test, the 30-day forward test, how each supply is classified and the 28-day return deadline. Put that deadline on the same calendar as the UAE licence renewal process.
At a glance
- Indicative cost
- Priced within your setup plan: every component itemised.
- What's included
- Assessment against the AED 375,000 mandatory and AED 187,500 voluntary tests, using your last 12 months and your 30-day forecast.
- Registration application prepared and submitted to the FTA through its EmaraTax portal, which needs a UAE Pass login.
- Classification review of your supplies as standard-rated, zero-rated, or exempt.
This is for you if
- Your taxable supplies and imports passed AED 375,000 in the last 12 months, or you expect them to in the next 30 days.
- You are below AED 375,000, but your taxable supplies, imports or taxable expenses exceed AED 187,500, so you can register voluntarily to recover input VAT on start-up costs.
- You are unsure whether your supplies are zero-rated, exempt, or standard-rated.
- You need your first return filed within 28 days of the end of your tax period, and a calendar for the returns after it.
This may not be the right route if
- You want a guaranteed VAT treatment for a specific transaction without proper analysis.
- You want to stay unregistered after your taxable supplies and imports passed AED 375,000 in 12 months.
- You need a formal tax ruling from the FTA. That is a separate application process.
- Your VAT position is already professionally managed and you only need a second opinion on one issue.

Decision factors
What actually decides your route
An adviser works through these factors with you before any structure is recommended. Each one can change the licence, the emirate or free zone, the visa allocation, and the banking conversation.
Registration thresholds in AED, supply treatments, recharged costs and deregistration, with the check that applies to each.
Mandatory threshold
- What it means
- Registration is compulsory once taxable supplies and imports exceed AED 375,000 over the previous 12 months, or are expected to in the next 30 days
- What to check
- Whether your last 12 months, or your 30-day forecast, passes it. The threshold does not apply to foreign businesses
Voluntary threshold
- What it means
- Registration is allowed below the mandatory level once supplies, imports or taxable expenses exceed AED 187,500 over 12 months, or are expected to in the next 30 days
- What to check
- Whether your taxable expenses alone already pass AED 187,500, since they count for this test
Standard-rated supplies
- What it means
- Taxed at the standard UAE VAT rate
- What to check
- Most goods and services fall here by default
Zero-rated supplies
- What it means
- Taxed at 0%, but still count toward registration and require reporting
- What to check
- Certain exports, international transport, and specified categories
Exempt supplies
- What it means
- No VAT charged, and input VAT on related costs is generally not recoverable
- What to check
- Certain financial services, residential leasing, and specified categories
Costs recharged to a client
- What it means
- A cost you pay as your client's agent, invoiced by the supplier in your client's name and recovered at exactly what you paid, is a disbursement and sits outside VAT. A cost you buy in your own name and recharge is a reimbursement: part of your own supply, with its VAT treatment
- What to check
- Whose name is on the supplier's invoice, and whether you recover the cost without a mark-up
Deregistration
- What it means
- Required or optional once supplies fall below relevant thresholds or the business ceases
- What to check
- Timely deregistration avoids ongoing filing obligations and penalties

Possible directions
Structure categories an adviser will assess
These are topics for assessment, not recommendations. The right answer depends on your activity, customers, ownership, team, workspace needs, and regulator or bank requirements.
Mandatory registration
Registration processed because taxable supplies and imports have passed AED 375,000 over 12 months.
Voluntary registration
Registration below AED 375,000 once supplies, imports or expenses exceed AED 187,500, typically to recover input VAT in a start-up phase.
Tax group registration
Multiple related entities registering as a single taxable person, where the conditions are met.
VAT health check
A review of an existing registration for classification errors before they become a liability.
Deregistration
Formal deregistration once the business ceases, or supplies fall below the relevant threshold.

Every route is planned against how the business will actually operate in the UAE.

Questions
Frequently asked
- What is the VAT registration threshold in the UAE?
- Two thresholds, both set by the Federal Tax Authority: AED 375,000 for mandatory registration and AED 187,500 for voluntary registration. Both look at the previous 12 months or the next 30 days, and the voluntary test also counts taxable expenses. The mandatory threshold does not apply to foreign businesses.
- Should I register for VAT voluntarily?
- You can apply once your taxable supplies, imports or taxable expenses pass AED 187,500 and you are below AED 375,000. Registration lets you recover input VAT on eligible costs, but it adds a return due within 28 days of each tax period, so weigh the VAT you would recover against that workload.
- What is the difference between zero-rated and exempt supplies?
- Zero-rated supplies are taxable at 0%. They count towards the AED 375,000 and AED 187,500 thresholds, appear on your return and allow input VAT recovery. Exempt supplies are not taxable supplies, so they do not count towards the thresholds, and input VAT on related costs is generally not recoverable.
- How often do I file VAT returns?
- The FTA assigns your tax period when you register. The return and payment are due within 28 days from the end of that period. We build your filing calendar once the period is confirmed.
- When should I deregister for VAT?
- When your taxable supplies fall below the relevant threshold, or the business ceases trading, deregistration should be filed within the FTA's required timeframe to avoid penalties.
