Fundamentals
How UAE business-activity classification works
The short answer
Every UAE trade licence is tied to one or more named activities drawn from a standard classification list maintained by the relevant authority. The activity chosen determines which jurisdictions can license you, which external approvals are triggered, and how banks assess the account application — so it should be decided before the zone or emirate, not after.
Founders often choose a free zone or emirate first and then try to fit their activity into it. That is backwards. Each authority publishes its own list of permitted activities, and an activity that is routine in one place may be unavailable, restricted, or require an external approval in another.
Activity classification also follows the business well beyond licensing. It shapes which bank compliance questions you get asked, whether a regulator needs to sign off before you can operate, and how corporate tax and VAT registration are assessed.
This page sets out the broad activity groups used across UAE authorities and what tends to follow from each, so you can have a more informed conversation before an activity is locked into a licence application.

Scope of this page
This is for you if
- You are choosing a jurisdiction and want the activity decided first.
- You operate across more than one activity type and need to know if that means more than one licence.
- Your activity is regulated (finance, healthcare, education, media) and you need to know an approval is coming.
- You want to understand why your bank is asking detailed questions about what you actually do.
This may not be the right route if
- You already have an issued licence with confirmed activities — this is a planning page, not an amendment process.
- You want a definitive activity code without a proper describe-the-business conversation.
- You are looking for a way around an external regulator's approval requirement.
- You need a tax classification opinion — that sits with a tax adviser.
Decision factors
What actually decides your route
An adviser works through these factors with you before any structure is recommended. Each one can change the licence, the emirate or free zone, the visa allocation, and the banking conversation.

Possible directions
Structure categories an adviser will assess
These are topics for assessment, not recommendations. The right answer depends on your activity, customers, ownership, team, workspace needs, and regulator or bank requirements.
Single-activity licence
One core activity, the simplest structure for banking and compliance review.
Multi-activity licence within one group
Several related activities under the same classification group, common for service businesses.
Cross-group licence
Activities spanning groups (e.g. trading plus consultancy) — some authorities allow this, others require separate licences.
Regulated activity with a sector approval
A licensed activity that also requires sign-off from a sector regulator such as a health, education, or financial authority.
Two entities for two activities
Where activities genuinely do not sit together, a second entity is sometimes the cleaner route.
What this service includes
- A plain description of what you do, translated into the classification language authorities use.
- Identification of any external or sector-regulator approval your activity is likely to trigger.
- Comparison of which candidate jurisdictions license the activity as described.
- Flagging where a single licence cannot cover everything you plan to do.
- Coordination with the authority on the exact activity code to be used.
What it does not include
- Formal regulatory authorisation itself — that is a separate process with the relevant regulator.
- Guarantees that an activity will be approved without external sign-off.
- Tax classification advice — coordinated with your tax adviser.

Every route is planned against how the business will actually operate in the UAE.

Questions
Frequently asked
- Can I add activities to my licence later?
- Yes, through a formal amendment process with the issuing authority, which may involve additional fees and, for some activities, a fresh approval. It is not automatic.
- Does my activity affect which bank will open my account?
- Yes. Banks assess activity, ownership, and expected transaction flows as part of their risk review, and some activity types attract more scrutiny than others.
- What if my business does not fit neatly into one activity?
- Many businesses combine two or three related activities under one licence. Where activities genuinely diverge, more than one licence or entity may be the cleaner structure.
- Do free zones and mainland use the same activity lists?
- No. Each free-zone authority and each emirate's economic department maintains its own list, and the wording and scope can differ between them.
- Is a regulated activity always more expensive to license?
- Not necessarily more expensive, but it is usually slower, because a sector regulator's approval sits on top of the standard licensing process and fees are set independently by that regulator.

In an initial consultation you receive a plain-language decision summary, a document-preparation list, and the next actions for your situation. It is not an approval, a fixed price, or a tax opinion.
This page is general information about UAE business setup, not legal, tax, immigration, or banking advice. Rules, fees, permitted activities, and bank policies can change. Final eligibility depends on your facts and the applicable rules at the time of application.
UAE corporate tax, VAT, and free-zone treatment depend on your specific facts. Home-country obligations may also apply. We coordinate with your tax adviser and do not provide a tax opinion.
