How UAE business-activity classification works

The short answer

Every UAE trade licence is tied to one or more named activities drawn from a standard classification list maintained by the relevant authority. The activity chosen determines which jurisdictions can license you, which external approvals are triggered, and how banks assess the account application — so it should be decided before the zone or emirate, not after.

Founders often choose a free zone or emirate first and then try to fit their activity into it. That is backwards. Each authority publishes its own list of permitted activities, and an activity that is routine in one place may be unavailable, restricted, or require an external approval in another.

Activity classification also follows the business well beyond licensing. It shapes which bank compliance questions you get asked, whether a regulator needs to sign off before you can operate, and how corporate tax and VAT registration are assessed.

Yes. Banks assess activity, ownership, and expected transaction flows as part of their risk review, and some activity types attract more scrutiny than others.
What if my business does not fit neatly into one activity?
Many businesses combine two or three related activities under one licence. Where activities genuinely diverge, more than one licence or entity may be the cleaner structure.
Do free zones and mainland use the same activity lists?
No. Each free-zone authority and each emirate's economic department maintains its own list, and the wording and scope can differ between them.
Is a regulated activity always more expensive to license?
Not necessarily more expensive, but it is usually slower, because a sector regulator's approval sits on top of the standard licensing process and fees are set independently by that regulator.
