Freelance permit vs freelance visa
The short answer
A freelance permit or licence authorises you to carry out a listed professional activity and invoice for it. A residency visa is a separate authorisation to live in the UAE, issued under immigration rules. Some packages bundle the two, but they are distinct authorisations with different criteria, issuers, and renewal cycles.
The two terms are used interchangeably in marketing, which causes real problems: people buy a permit expecting residency, or assume residency lets them invoice any client for any service.

Long-term residency for freelancers
The ICP describes a renewable five-year Green Residency route with categories including freelancers and self-employed people, each with published eligibility criteria such as holding a permit, qualification requirements, and financial criteria.
