GTA 6 and the UAE Gaming Economy: Setting Up a Studio, Publisher or Esports Company

The short answer

A UAE gaming company needs a licence activity that matches what it sells, and should expect each game it offers to UAE players to need an age classification. The National Media Council's 2018 symbols for video games run 3, 7, 12, 16, 18 and 21, and the UAE Media Council announced a new media age-rating system on 29 May 2025. Rockstar Games lists Grand Theft Auto VI for 19 November 2026, but that gives no one else a right to use its name, characters or music.

In the UAE, content is classified by the UAE Media Council, which announced a new age-rating system for media content on 29 May 2025. The fact that most often decides the route is what the company actually sells: original games, services for other publishers, tournaments with prizes, or a community platform.

Forming the company is the simple part. First match its licence activity to what you sell: DMCC's gaming licence alone covers 23 business activities, from Gaming Studio to E-sports League Operator. Then settle the age symbol each title will carry.

What GTA 6 does and does not give a UAE gaming business

Rockstar's own page is a useful reality check. It describes Vice City in the fictional state of Leonida, two lead characters, Jason and Lucia, a launch trailer released on 15 October 2026, an Ultimate Edition, a collector's box and an in-game radio and soundtrack album. All of that is Rockstar's intellectual property.

For a founder, the practical reading is narrow. The release will pull attention towards games in general: players will talk about hardware, subscriptions, streaming and rival launches. A UAE business can sell into that attention with its own products. A tournament named after the game, a merchandise line using its characters or a mod tool for its engine needs the rights holder's agreement first, and a UAE trade licence does not substitute for it.

Plan marketing the same way. A launch-week campaign that borrows the title in ad copy can mislead players about affiliation. Refer to named games only to describe, and never in a way that implies a link.

Age ratings and content rules for a UAE games business

The UAE Media Council announced a full age-rating system for media content on 29 May 2025. Press coverage at the time said the system was built over two years with federal and local entities, media organisations, content creators and international experts, and that it sits within the Media Regulation Law and its Executive Regulation. The Council gave no rollout date.

A 2018 National Media Council notice gave video games the age symbols 3, 7, 12, 16, 18 and 21, and said the system was already applied to video game sales in shopping malls. The notice also covered films, comics and printed books. For a games company, assume any title offered to UAE players needs a classification, and confirm the process and fees with the Media Council before announcing a release date. Do not hard-code a UAE launch date until the rating position is clear.

Rockstar's page shows why this matters. A Mature-rated title with in-game purchases carries both a content question (violence, language, themes) and a monetisation question (spending by younger players). A UAE studio making a game for a broad audience will face the same two questions in a milder form: loot boxes, virtual currency and parental controls should be designed in, not added after a rating comment.

Three practical steps keep a release from stalling:

  • Ask the Media Council which video-game symbol (3, 7, 12, 16, 18 or 21) your content is likely to carry, and whether the May 2025 system changes it, before building a UAE marketing plan.
  • Keep a record of content decisions (cuts, edits, warnings), so any question about a rating can be answered quickly.
  • Plan separate store pages by territory, so a rating delay in one market does not hold up the rest.

Studio, publisher or esports organiser: three different companies

The three most common ideas behind a "gaming company in the UAE" are different businesses.

A studio makes original games. Its value is its intellectual property, so the first documents are contributor assignments and a clean chain of title for code, art, music and voices. A studio that cannot show who owns what will struggle with investors and with platform holders.

A publisher or localisation company works on titles owned by others. Its value is its contracts: regional publishing rights, translation and Arabic localisation work, and distribution deals. The questions are territory, term and exclusivity, and who bears the cost of ratings.

An esports or events organiser sells tournaments, sponsorship and media rights. Prizes, entry fees, age limits for players and sponsor categories all shape the structure. A free-to-enter tournament with sponsor-funded prizes is a different proposition from one that charges entry and pays winners. Have the format reviewed before any pitch is made to a sponsor.

A group that wants all three should ask whether one company can explain and control them. Separate entities can ring-fence IP from event risk, but they add intercompany contracts, accounts and renewals.

Where a gaming company can sit

The route follows the customer and the assets. A studio with a small team and global digital customers has different needs from an event business that hires venues and sells tickets to residents. The choice between free-zone and mainland licensing depends on where customers are, whether you need a physical premises and how many staff will hold visas.

A mainland company suits businesses that sell directly into the UAE market or run public events. A free-zone company can suit a studio or software business whose customers are mostly outside the country, though activity wording and permitted trading still need checking. Founders who move to run the company will also need residence visas, and the visa quota usually follows the office arrangement: at DMCC, a flexi desk carries up to 3 visas and physical space gives 1 visa for every 9 square metres.

For a games business, the operating model written down under how Velarozone works starts with four answers before any authority is chosen: what you sell, who pays, where players or attendees are, and which titles need a classification.

Banking and investor readiness for a games business

Banks ask how a games company earns money. Revenue from platform payouts, publisher advances, sponsorship and ticket sales arrive in different currencies, from different counterparties and on different schedules. A short money-flow note, showing who pays the company and when, will answer most questions before they are asked.

Investors in games look at the same documents plus a few extra: the IP chain, the platform and publisher agreements, and the content-classification plan. A studio pitching on the strength of an association with a famous franchise, without original IP, gives investors little to hold. Lead with what the company owns.

In short

What to take from this

  • GTA VI is listed for 19 November 2026 on PlayStation 5 and Xbox Series X|S only, so PC-focused studios have no launch-week tie-in.
  • Rockstar's page shows an ESRB Mature rating and in-game purchases. The UAE uses its own video-game symbols (3, 7, 12, 16, 18 and 21), so check which one applies before launch.
  • UAE video games have carried age symbols of 3, 7, 12, 16, 18 or 21 since the National Media Council's 2018 system. The wider May 2025 age-rating system came with no rollout date.
  • Using the GTA name, logos or characters in a product, event or ad is a licensing matter with the rights holder, not a UAE setup question.
  • A studio that owns its code and art is a different business from a service company working on someone else's title.
Can I use GTA 6 in my company's name or product?
No, not without the rights holder's agreement. Rockstar owns the title, characters, music and artwork shown on its page, and a UAE trade licence does not change that. Describe your product on its own terms and avoid anything that suggests an affiliation.
Do games sold in the UAE need an age rating?
Yes, expect to. The National Media Council's 2018 system gave video games the symbols 3, 7, 12, 16, 18 and 21, and the UAE Media Council announced a new age-rating system for media content in May 2025. Confirm the current process with the Council before you commit to a UAE release date, since no rollout timetable was given.
Is esports the same as commercial gaming with prizes?
Treat them as separate until a review says otherwise. How players enter, who funds the prizes and whether money can be won all change the analysis. Licensing lists already split them: DMCC's gaming licence names E-sports Event Management and E-sports League Operator alongside Gaming Studio and Gaming Publisher. Have the format reviewed before it is advertised.
Does a console-only release matter for a UAE studio?
Rockstar lists only PlayStation 5 and Xbox Series X|S for launch. A UAE studio targeting PC or mobile will not benefit from launch-week console attention directly, but its market is not tied to one franchise either. Choose platforms by where your own audience plays.
